Belitung Regency is one of the fishing centers in Bangka Belitung Province, seen from the amount of production and market share increasing every year. Fishery resources are open access and common property will cause conflict in resource use. This study aims to determine the potential and level of utilization of fish resources in the waters of Belitung Regency. The research method uses a descriptive method with data analysis using the MSY Production Surplus method with the Schaefer model. The results of the analysis show that small pelagic fish resources reach 29,380 tons/year, large pelagic fish resources reach 1,715 tons/year, and demersal fish reach 8,773 tons/year in the waters of Belitung Regency. The results of MSY and F Optimum small pelagic fish in 2012-2013 have experienced biological fishing and in 2016 the production of small pelagic fish resources has exceeded the maximum specified CMSY limit. Pelagic fish have been developed that in 2012-2015 experienced biological overfishing. Demersal fish of 9,627 tons/year with an optimum F of 250,211 trips/year have experienced biological fishing in 2015-2016 and in 2012 the production of demersal resources has exceeded the maximum level
