Strategies to Strengthen Farmer Institutions in Rias Village Rice Trading System: Analytical Hierarchy Process (AHP) Approach

Farmer institutions have a strategic role in improving the efficiency of the rice trading system at the village level, especially in areas with limited market access and capital. This study aims to identify key factors and determine the priorities of strategies for strengthening farmer institutions in the rice trading system in Rias Village, South Bangka Regency. The research uses mixed methods design with qualitative dominance. Primary data were obtained through in-depth interviews and focus group discussions (FGD) with eight key respondents who were directly involved in institutional management and rice marketing. The determination of strategy priorities is carried out using the Analytical Hierarchy Process (AHP) method with consistency testing to ensure the reliability of the assessment. The results show that access to financing is a top priority in institutional strengthening, followed by sustainable market partnerships, human resource capacity building, and institutional governance reform. These findings indicate that the main obstacles are functional-economic, especially the limitation of working capital and weak market relations that affect the absorption capacity of grain and the bargaining position of farmers. Therefore, institutional strengthening strategies need to be implemented gradually, starting from strengthening access to financing and market partnerships, followed by increasing managerial capacity and governance as the foundation for long-term sustainability. This research provides an empirical basis for the formulation of policies to strengthen the institution of village rice agribusiness that is more integrated and priority based.
